I think that California was on the right track when they decided to ban plastic bags.  Plastic bags always end up blowing high up in trees and blown against fences and all kinds of stuff that makes the earth look awful.  We need to make the ban on plastic bags a nationwide thing.  Places can offer paper and those cloth bags that are reusable.  If I was a grocery store owner I would offer the cloth ones for free for a limited time, and do away with plastic bags all together.  Plastic shopping bags are a nuisance!
